Pregnancy And Childbirth For Foreign Nationals


When you submit an application for the registration of a pregnancy at a public office you are granted a record book for mother and baby. Tickets for free pregnancy check-up and infant health check-up are included in the book. However, these free check-up tickets are not granted to those without a residential status qualification.

In principle, insurance cannot be used use of for expenses incurred from pregnancy or birth. These expenses must be born by the individual. Also, expenses vary from medical institution to institution. In the situation where payment for a delivery is difficult, the childbirth support system which makes such payments free or at a low cost at designated institutions can be used. Application for the use of this support system must be made in advance of the birth at a welfare office. A residential qualification is not required to apply for this system. If you have health insurance, 30,000 yen will be refunded to you after giving birth.

The registration of a birth must be made at a local public office within 14 days of the birth, including the date of the birth. The application form for registering a birth includes a section requiring the doctor to certify the birth. Therefore the application form must be brought to the doctor to be filled in. A completed application form, the record book for mother and baby, and the seal or signature of the person making the registration application are required when registering a birth.

If both parents are of foreign nationality, two copies of a Certificate of Acceptance of a Birth Registration (Shusei-todoke Juri Shomei-sho) from the public office where the birth was registered must be obtained. One copy must be submitted to the embassy of the parents’ nationality, the other copy submitted to the local immigration office within 30 days in order to apply for a permit of stay for the baby. When making this application, the following are required; a Certificate of Acceptance of a Birth Registration (Shusei-todoke Juri Shomei-sho), the passport and Alien Registration Card of the parent making the application and filling in documents at the office.

It is advisable to get a Birth Certificate and a Certificate of Acceptance of a Birth Registration for a baby who does not have residential status qualification. Should one parent have Japanese nationality and the other foreign nationality, the baby is usually entitled to dual nationality. In the situation where the parents are not married and the father is Japanese but does not recognise the baby as being his, it is difficult for the the baby to get Japanese nationality.
